Function and relationship to the finished product
The label “equipment part” does not itself show how an item works or what it is intended for. Examination requires diagrams, a function description, application information and the actual condition. A general-purpose product and a dedicated assembly may differ in significant characteristics.
Do not select a code from a catalog alone
A catalog helps describe the goods, but its information is compared with the item supplied and its completeness. For disassembled or unfinished equipment, identify which elements are present, which are missing and which functions are available.
- Prepare detailed specifications stating each item's purpose.
- Preserve technical documents and photographs.
- Distinguish accessories, spare parts and consumables.
- Identify the disputed characteristics requested by the customs authority.
Classification arguments are based on applicable rules and nomenclature texts rather than a familiar commercial name. A technical conclusion must remain linked to the object examined.
